HD2A Applicant Webinar Questions and Answers
  1. Do we need to contact the Support and Resource Center Directors to identify the potential support?

Applicants do not need to contact the Support and Resource Centers. Applicants to this funding opportunity are strongly encouraged to review the funding opportunities for HD2A Data Infrastructure Support Center (RFA-DA-22-052), the HD2A Research Adoption Support Center (RFA-DA-22-050), and the HD2A Modeling and Economic Resource Center (RFA-DA-22-049) to understand the scope and structure of the HD2A Program.

Applications should consider, at a high level, what kind of resources that the applicant might find helpful for enhancing data infrastructure, implementing evidence-based practices, assessing cost, or modeling impacts of interventions.
  2. Are these opportunities for non-profit organizations or for-profit organizations?

Please see Section III of the funding opportunity on Eligibility Criteria for eligible organizations.
  3. If we identify Support and Resource Center support by ourselves, could it cause some misalignment or bring forth concerns from the review panel?

The reviewers will assess whether the applicant has a sense for the type of resource support needed for data infrastructure, implementing evidence-based practice, and modeling and economics. Applicants are encouraged to think about the high-level areas that might need support. Center support will be adapted based on the Innovation Projects selected for funding. Applicants are encouraged to reach out to the Program Officials for more guidance.
  4. What do you believe is a good size team of investigators? Particularly if we can’t afford a large team? Any suggestions?

There are no specific requirements in the funding opportunity for team size. Applicants are encouraged to consider the scientific direction of the application, expertise needs to execute plans, and budget scope.

For Acceleration Projects, it is important to have at least one representative of end-users as key personnel. End users are people who will use the data or methods developed to improve local overdose response.

Also, for all funding opportunities, applicants are encouraged to look at and address the investigator review criteria in Section V.
  5. Dr. Kuramoto-Crawford mentioned the requirement for stakeholder engagement in Acceleration Projects. Is this for RFA-DA-23-057 or is it also required for RFA-DA-23-058?

Stakeholder engagement is required for all funding opportunities. Please see Section IV. Other Project Information for the Stakeholder Engagement Plan requirements. For Acceleration Projects (for both RFA-DA-23-057 and RFA-DA-23-058), it is expected that there is inclusion of at least one representative of end-users as key personnel in the application to ensure that the proposed data or methods will be useful to the stakeholders who drive actions. If an applicant has questions about how to interpret this, please reach out to a Program Official.
  6. When you say end users, are you speaking about those actually receiving services or others?

The definition of end-users can be broad – this includes anyone who would benefit from the data and methods improvements proposed (this is not traditionally other researchers or academic partners).

  7. How defined must the project be for the Letter of Intent?

Letters of Intent can be high-level; see the funding opportunity Section IV. for Letter of Intent elements. This information will be used for planning purposes to understand anticipated submission of Innovation and Acceleration Projects and balance across funding opportunities to help plan for workload, peer review, and Center coordination needs.
