b) Minimum of 5 years of senior management experience in the delivery of services to a divserse portfolio of various complexities
c) Minimum of 5 years of project management, change management and strategic visioning across a portfolio of complex and varied projects of cost and impact
d) Familiarity with the mission, programs and organizational structure of the NIH and NIMH
e) NIH-specific skills and knowledge needed, such as the unique delivery and management of NIMH administrative services, NIMH organizational structure, and administrative policies and regulations

Specifically, Ms. Bernal has experience working with NIMH OM leadership and has driven successful outcomes in both organization development and process efficiencies for NIMH administrative processes for over 4 years. In her 8+ years experience in senior project management and government analysis she has managed a variety of complex projects and innovative initiatives that drive the foundation of NIMH admistrative approaches. During her tenure at NIH, Ms. Bernal established high-level professional relationships necessary to the successful outcome of this requirement.

For the continuity of service and continuous development of the current administrative model leveraged by the NIMH OM, Amanda Bernal’s experience and understanding of the model is imperative to the success and efficiencies of the model’s next phase and implementation of knowledge management. Background/Description of Requirement
The National Institute of Mental Health (NIMH), National Institutes of Health’s (NIH’s) primary mission is to reduce the burden of mental illness through research on the mind, brain, and behavior. Mental disorders are a significant burden on the U.S. population, with major depression now the leading cause of disability in the U.S. NIMH promotes research through its extramural and intramural research programs and supports approximately 2000 research grants annually at a variety of universities and other institutions. The NIMH also employees about 500 intramural staff that carry out independent research in a laboratory environment on the NIH campus in Bethesda, Maryland. The institute budget is $1.5 million; employs 603 FTEs and approximately 500 other staff not including contractors. The NIMH is comprised of 7 Divisions and 9 Offices including the Office of Management. The senior leadership of the Institute includes the Director, Deputy Director, Division Directors, Scientific Director and Deputy Director for Management. The Deputy Director for Management oversees all of the primary business functions including information technology, budget and finance, acquisitions, human resources, policy and management analysis and acts as the senior executive management official for the institute. The Deputy Director for Management is also the primary advisor to the Director and leadership staff on all matters related to the business operations of the Institute and is expected to represent the institute on committees. The contractor will provide management advisory services and strategic process optimization to satisfy the needs of the the NIMH pertaining to knowledge management, process development and resource building in support of increasing operational efficiencies. The contractor will support the OM Organization Performance and Operations Branch, Workforce Management Branch, and the Executive Office on specific projects that require government focused project management, change management and communication best practices. The primary objective of the consultation and services will include data analysis and organization, process assessment and mapping, and the development of an Office wide knowledge management approach.
