Ethics Office (EO)

What We Do:

The NIDA Ethics Program supports NIDA’s mission to advance science on the causes and consequences of drug use and addiction and to apply that knowledge to improve individual and public health. To help achieve that, we monitor and advise on employee financial interests, activities, and professional events to ensure public trust and confidence, and manage potential conflicts to allow collaborations with universities and private industry to further addiction research.

Dave Daubert Deputy Ethics Counselor (DEC) (301) 402-1652 Ensures standards of ethical conduct are adhered to by NIDA employees. Oversees a staff of ethics professionals who are the first line contact for employees and who handle the day-to-day administration of the NIDA Ethics Office.
Anna Wheeler Ethics Coordinator (301) 480-2474 Manages the day-to-day operation of the NIDA Ethics Office, supports the DEC by assisting employees, reviewing forms, distributing information, providing guidance, and following up with employees when additional information is needed. Facilitates in-person training/briefings on various ethics issues.
Matt Houle Ethics Specialist (301) 480-4373 Assists employees, reviews forms, distributes information, provides guidance, and follows up with employees when additional information is needed. Facilitates in-person training/briefings on various ethics issues.
