Treatment Services compiled by William Cartwright, Ph.D., supports the development
of the economic research program on drug treatment. Topics include Financing of Drug
Treatment Services, Health Insurance, and Payment Mechanisms; Alternative Delivery Systems
and Managed Care; Cost-Benefit, Cost-Effectiveness, and Cost-Utility Analysis (divided
into the categories of drug treatment and alcohol treatment); Cost of Drug Treatment
(divided into drug treatment and alcohol treatment categories); Methodological Research;
Habit, Addiction, Consumption, and Demand for Illegal Drugs; and Drug Policy.
Health services research studies the impact of the
organization, financing, and management of health services on the quality, cost, access
to, and outcomes of care. A meeting by the Health Services Research Symposium Steering Committee
was held December 9, 1997 to begin to develop an agenda for health services research on
drug abuse treatment and prevention; to define the priority areas for health services
research, including cost, financing, and managed care; effectiveness and outcomes;
organization and management; and prevention; to identify researchers within and outside of
drug abuse research and the issues of recruiting and training new researchers; and to plan
upcoming meetings, identify boundaries between research areas, determine issues to
include, and consider peripheral services.
The second
in a series of health research meetings to set a research agenda for NIDA
was held March 5, 1998, titled Forging the
Link: The Organization and Management of Drug Abuse Prevention and Treatment Services.
The meeting focused on organization and management and its impact on the quality, cost,
access to, and outcomes of substance abuse treatment and prevention. Participants
discussed research priorities in the environmental, organizational-environmental, and
internal organization domains. Strategies to encourage new researchers in the field were
addressed. Participants offered issues for two panel discussions on State of the
Science and Future Research Directions at the NIDA meeting, Forging the
Link: Health Services Research on Drug Abuse Prevention and Treatment, preceding the
Annual Meeting of the Association for Health Services Research in June 1998.

On March 19, 1998, NIDA
held a meeting titled Forging the Link: The
Effectiveness and Outcomes of Drug Abuse Prevention and Treatment Services, the third in a series of meetings to set an agenda
for health services research. The meeting was convened to establish short- and long-term
goals in the area of effectiveness and outcomes of drug abuse treatment and prevention and
to develop strategies to expand the number of new researchers in the field. Participants
discussed treatment systems and recovery models, specific research directions, and related
drug abuse prevention factors. The topics will be presented by two panels addressing State
of the Science and Future Research Directions at the NIDA meeting, Forging
the Link: Health Services Research on Drug Abuse Prevention and Treatment, to be held
in conjunction with the Annual Meeting of the Association for Health Services Research in
June 1998.
On April 7, 1998, a fourth
meeting titled The Economics of
Drug Abuse Prevention and Treatment Services in a series of meetings to guide
NIDAs health services research agenda was held in Rockville, Maryland. The meeting
convened experts in economics and health services research to address the current state of
the science in these fields and to discuss future directions for NIDAs Economics
Research Program. Participants discussed cost-benefit and cost-effectiveness analysis,
financing, managed care and alternative delivery systems, and the cost and production of
treatment. Specific issues were recommended as agenda items for the NIDA meeting,
Forging the Link: Health Services Research on Drug Abuse Prevention and Treatment,
which will be held in conjunction with the Annual Meeting of the Association for Health
Services Research in June 1998.
The fifth and final
meeting titled Promoting Drug
Abuse Prevention Services Research in a series to guide NIDAs health
services research agenda was held April 28, 1998. Representatives from government and
private agencies participated, presenting information about their drug abuse prevention
activities. Breakout groups and summary discussions provided specific agenda issues for
the NIDA meeting, Forging the Link: Health Services Research on Drug Abuse Prevention
and Treatment, which will be held in conjunction with the Annual Meeting of the
Association for Health Services Research in June 1998.
A meeting addressing
Barriers to Research in the Criminal Justice System
convened 10 criminal justice researchers and practitioners January 22 and 23, 1997, to
discuss ways in which challenges to research in the criminal justice system (CJS) could be
addressed and overcome. Topics discussed in the working meeting included awareness and
management issues and specific functions of criminal justice constituencies. Participants
suggested solutions to practical, methodological, and ethical issues. Other topics
included data integrity, client tracking, and ways to enhance collaboration among
researchers, drug treatment program staff, and corrections personnel. |
